belt guard noise

Just bought my wife a 2000 Savage. I rode it home and heard a minor metallic clanging. When she rode it and I followed her on my bike, I heard it more clearly. I tapped around the bike until I came to the belt guard which made the same noise that I was hearing. Is this normal?
